Name: Charles Sikubwabo
Alleged Crime: Sikubwabo was indicted by the ICTR with war crimes, crimes against humanity and genocide. He is alleged to have played a leading role in the systematic extermination of Tutsis in various locations throughout Kibuye prefecture in 1994 while he was a Chief Adjutant in the Rwandan Armed Forces (FAR). In 1993, he was appointed mayor of Gishyita, a position he held until July 1994. By virtue of his position, he allegedly exercised control over his commune, including his subordinates in the executive branch and members of the Communal Police and National Gendarmerie. Between 9 April and 30 June 1994, Sikubwabo is alleged to have been present at, and to have participated in, the killing of Tutsis throughout the Kibuye prefecture.
