Name: Protais Mpiranya
Alleged crimes: Mpiranya is accused by ICTR prosecutors of crimes against humanity, war crimes and conspiracy to commit genocide, genocide or in the alternative of complicity in genocide. He was second-in-command of military operations and intelligence in the Presidential Guard Battalion. In 1993, he was appointed Commander of the Presidential Guard Battalion in the Rwandan Army. In this capacity he allegedly exercised authority over the units of this battalion. Beginning in 1992, Mpiranya allegedly supervised the training of militiamen, and in 1993, Mpiranya also reportedly sent his subordinates to supervise the training of the Interahamwe. He is also accused of distributing weapons to the militia and to certain members of the civilian population with the intent to exterminate the Tutsi population. As of 7 April 1994, killings of the civilian Tutsi population, which was preceded on many occasions by rape, sexual violence and other crimes of a sexual nature, were carried out by civilians and soldiers allegedly under orders from Mpiranya.
