This article looks at European practice concerning universal jurisdiction from 1998 to 2008. It examines the problems and obstacles faced, as well as alternative and complementary mechanisms. It further considers a transnational, interdisciplinary and strategic approach to universal jurisdiction. The author is the founder of the European Center for Constitutional and Human Rights.
